Safety and Security Manager
Description

The Safety and Security Manager supports the director of operations in identifying, analyzing, and mitigating risk to facilitate access to humanitarian programming in Nigeria and to ensure operates within acceptable S&S risk levels. To do this, the role manages whose role encompasses both traditional INGO safety and security management as well as various liaison and negotiation tasks that are critical to operating in NIGERIA.

Responsibilities

Safety Security Management

• Ensuring that the NIGERIA office is compliant with the MCI Security Policy, MCI Quality Framework Country Office Standards, and any other relevant Safety and Security standards, directives, and Key Performance Indicators.

• Conduct regular Security Risk Assessments (jointly with relevant Managers and Team) for areas of program operations, MCI locations, and other areas of risk.

• Develop and maintain the Safety and Security Management Plan and SOPs for the NIGERIA, and ensure relevant staff are familiar with its contents.

• Develop scenario planning for security and safety risk management.

• Provide proactive safety security management advice, guidance, and support.

• Provide day-to-day Safety and Security Management, and assurance, including situation monitoring, information sharing and reporting, implementing mitigation measures, reporting, and evaluation.

• Foster a ‘security culture’ within MCI NIGERIA.

Humanitarian Access

• Identify, analyze, and manage key relationships in NIGERIA that will facilitate access to MCI programming.

• Maintain an overview of all agreements, MOUs, and past agreements with authorities and other stakeholders.

• Advise senior management on MCI’s adherence to humanitarian principles. Ensure all staff are aware of humanitarian principles and MCI’s mandate, mission, and code of conduct.

• Advise on visibility and communications approaches for MCI in NIGERIA.

• Develop and promote an active acceptance approach to MCI programming in NIGERIA.

• Conduct security/access assessments of new areas of operation for MCI, advising senior management and program teams

Contextual understanding and reporting

• Build and maintain networks for information sharing and coordination among other INGOs, local authorities, and other actors.

• Maintain oversight of the operational, security, and cultural context in NIGERIA, and advise other departments on contextual factors.

• Compile and write regular reports for both internal and external audiences.

• Input into the development of proposals, strategy, and other analyses for the Syria program.

• Timely and accurate reporting of all incidents affecting MCI in NIGERIA. Lead on lessons learned exercises following incidents or near misses.

Team Management

• Ensure the Liaison and Humanitarian Access team is correctly resourced and staffed.

• Oversee all recruitment, objective setting, and performance management for the team.

• Manage the security budget.

• Sit as a member of the SMT for NIGERIA.

Crisis Management

• Develop and maintain: Hibernation, Suspension, and Evacuation Plan (HERP)

• Assist HR in developing a Medical Evacuation Plan.

• Ensure an Incident Management Team is formed in NIGERIA and trained on HERP and Crisis Management.

• In the event of a critical incident, form part of the Crisis/Incident Management Team.

Capacity Building

• All staff, both in the LHA team and in other departments, receive safety and security training, orientations, and briefings appropriate to their roles and as determined by the assessed risks in NIGERIA.

• Develop and deliver capacity building through a Safety and Security Training Plan for all NIGERIA staff.

• Play a key role in building the capacity of each Security staff/ SFP, consistent with the assessed needs. Undertake assessments of partner security management capacity and develop capacity-building plans and proposals for them.

Qualifications

Essential

• 5 years of experience in Security Management, including international experience.

• Excellent interpersonal skills with the ability to communicate at all levels, establish information and security networks, and coordinate with country authorities, armed groups, donors, International Organisations, and local NGOs.

• Experience of working in hostile environments.

• Self-motivated with the ability to work autonomously in a highly stressful and challenging environment, balancing between multiple competing priorities.

• Proven ability to undertake Security Risk assessments.

• Ability to formulate and communicate analysis of a changing security environment.

• Proven skills in concise report writing.

•  Strong leadership skills.

• Proven knowledge of MS Office applications and IT literacy and capacity to learn and use other packages.

•  Fluent in English (written and spoken).

• Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Mon Club International mandate and child focus and an ability to ensure this continues to underpin all aspects of the job.

•  Commitment to Mon Club International child protection policy. Ability to articulate humanitarian principles as a basis for ensuring access.

Desirable  

• Experience in other areas of NGO operations, i.e. logistics, operations, and technical sectors.

• Previous experience as an NGO Security Adviser / Manager.

• Experience in designing and delivering Training.

• Operational experience in post-war / disaster-affected environments with other NGOs, military, police, or other background.

Other Requirement (Language(s) proficiency)

• Fluency in written and spoken English. Fluency in Hausa
